Papel picado – the inspiration for our 2022 annual report – embodies the beauty of our binational, tri-state region. The intricate, complex, and sometimes fragile designs represent our challenges; the color, creativity, and skill represent the diverse, vibrant, talented, committed, and generous residents of our region.
The Paso del Norte Community Foundation was established in 2013 to support the philanthropic goals of individuals, families, corporations, foundations, and nonprofit organizations to improve health, education, social services, economic development, and quality of life in our binational, tri-state region.
The Foundation has invested $87.6 million in grants and charitable expenses since inception with $23.7 million in gifts and pledges from 8,153 donors and partners, and $19.9 million in grants and charitable expenses in 2022.

As we embark on our 10th anniversary in 2023, we are pleased to share the impact of our work in 2022 across our four priority areas in the beauty and spirit of papel picado.
PHILANTHROPIC GIVING
One of the most effective ways to make a meaningful and lasting impact in the community is by partnering with the Paso del Norte Community Foundation and starting a charitable giving fund.
In 2022, eight new Donor-Advised Funds joined the PdNCF’s Community of Philanthropy, including the Joseph and Fern Dehr Family Fund, the Carolyn Cheng-Guajardo Memorial Foundation, and the Mark F. Ellis Memorial Fund.

TRANSFORMING THE FUTURE OF BIOMEDICAL SCIENCES
In 2022, the Paso del Norte Community Foundation was honored to stand alongside Rick and Ginger Francis and their family as they announced a $10 million leadership gift through the Ginger G. and L. Frederick Francis Foundation to endow the fourth and final school at the Texas Tech University Health Sciences Center El Paso (TTUHSC El Paso). Thanks to their generosity, the L. Frederick Francis Graduate School of Biomedical Sciences will provide limitless pathways for students to advance their education and make lifechanging discoveries.
As a former Texas Tech University Regent, Mr. Francis’ visionary leadership led to the creation of the TTUHSC El Paso just 10 years ago. The only health sciences center on the U.S.-Mexico border, TTUHSC El Paso now includes the Foster School of Medicine, Hunt School of Nursing, Hunt School of Dental Medicine, and Francis School of Biomedical Sciences.
Rick and Ginger Francis set up the Ginger G. and L. Frederick Francis Foundation in the Paso del Norte Community Foundation in 2017 to facilitate leadership gifts like these to improve health, contribute to economic growth, and advance our borderland community.
We are grateful to Rick and Ginger for their investment in our future health care leaders and for their unwavering love of our El Paso community.

SCHOLARSHIP FUNDS
Scholarship funds are essential resources that open doors and make a lifetime impact on students and families. The Paso del Norte Community Foundation houses 38 scholarship funds and awarded $246,499 in scholarships to 178 students in 2022 to help them reach their full potential.
The Western Technical College Fund, in partnership with Tropicana Properties, awarded over $37,000 to a deserving student to assist him as he studies at the Western Tech HVAC program. The EPISD Education Foundation and Canutillo Alumni Foundation for Education (CAFE) continued their scholarship work supporting more than 100 students. The Deby Lewis Foundation awarded another $9,000 to graduating seniors from Eastwood High School.

CASA FORD GENEROUSLY DONATED TRUCK TO SUPPORT NURSING SCHOLARSHIPS
The Paso del Norte Community Foundation in collaboration with Texas Tech University Health Sciences Center El Paso and Casa Ford helped raise more than $100,000 to support scholarships for TTUHSC nursing students. PdNCF helped sell 600 raffle tickets for a brand-new F-150 from Casa Ford.
ANN AND MATT FENNELL SCHOLARSHIP FUND
FAMILY ESTABLISHED SCHOLARSHIP FUND TO HONOR THEIR PARENTS' LEGACY
The Ann and Matt Fennell Scholarship Fund was established by their children to honor their parents’ legacy and to support the education of the next generation of nurses. Inspired by Ann’s career in nursing, and the kindness and dedication of nurses who cared for Ann and Matt throughout their lives, their family was pleased to share this scholarship opportunity for students pursuing a career in nursing.

The Paso del Norte Community Foundation works with individuals and groups such as Strive Now, Moms on Board, and Azul Arena to support important community initiatives and projects that make an impact in the community.
ANDREA DORSEY KIRS LEGACY ENDOWED FUND
CHARITY BEGINS AT HOME
A native daughter of Texas, Andrea was one of four Dorsey children born and raised in west El Paso. She was passionate about traveling and visited places all over the world and most of the United States, but El Paso was her beacon. She owned Dorsey’s Gift Shop, which provided her with the opportunity to be part of the special moments of so many people’s lives through gifts and significant life announcements.
Andrea loved El Paso and, together, she and her husband, Peeter, chose to entrust a portion of their estate to the Paso del Norte Community Foundation and the Robert E. and Evelyn McKee Foundation, benefitting each with very significant gifts. Andrea had a loving and giving heart and is celebrated for her generosity. With an endowed fund named in her honor, Andrea will share her love for El Paso for years to come. The Paso del Norte Community Foundation is humbled to honor Andrea Dorsey Kirs’ life by stewarding the funds she and Peeter entrusted to continue making El Paso a better place.
jaclynstrong FOUNDATION
HOPE AFTER TRAUMATIC BRAIN INJURY
The jaclynstrong Foundation was created by Jaclyn Pellicotte, her parents Sheri and Dennis, and her brother Jacob with the goal of providing support and hope to individuals who have suffered a traumatic brain injury (TBI).
In 2018, Jaclyn was involved in a horrific car accident and suffered a traumatic brain injury. Due to the severity of her injuries, Jaclyn and her family were told she would be in a vegetative state for the remainder of her life. After months of therapy and perseverance, Jaclyn made a tremendous recovery and she and her family decided they wanted to bring hope to others by creating the jaclynstrong Foundation.

7TH ANNUAL EL PASO GIVING DAY RAISED $1.2 MILLION FOR NONPROFITS
The 7th annual El Paso Giving Day, presented by the Paso del Norte Community Foundation, showed El Pasoans’ commitment to our growing community of philanthropy. In 2022, $1,190,667 was raised from 6,555 donors to support 222 local nonprofits and meet community needs. Thank You El Paso!

Marathon Petroleum awarded $75,000 in matching funds as part of the 7th Annual El Paso Giving Day to 10 nonprofit organizations to support their work in the community - including the Bowie High School Garden, Celebration of Our Mountains, Desert Spoon Food Hub, Eco El Paso, El Pasoans Fighting Hunger Food Bank, El Paso Zoological Society, Green Hope Project, Insights Science Discovery, Second Chance Wildlife Rescue, and The Frontera Land Alliance.

NONPROFIT CONFERENCE: REIMAGINE!
NONPROFITS CAME TOGETHER TO THINK, DEVELOP, NETWORK, AND GROW
Nearly 300 attendees from over 75 organizations in the Paso del Norte region gathered for PdNCF’s second annual Nonprofit Conference: Reimagine!
Attendees enjoyed high-level thought leadership and skill-building focused on the themes of Workforce Challenges in the Borderplex, Nonprofits and the Media, Growing Diversity in Philanthropy, and Leveraging Data, Measuring Impact.
Keynote Speaker and Founder of Exceptional Leaders Lab, Tracy Spears, brought innovative thinking, energy, and interactive approaches to help leaders improve their skills, communications, and understanding of how people and organizations succeed. She also provided an understanding of how organizational culture has evolved and shared ways we can better connect and work together with different personalities. Attendees left with a new vocabulary and appreciation of how individuals can work effectively as a team, promoting resiliency and togetherness.
GATOR TANK
The Paso del Norte Community Foundation hosted the inaugural Gator Tank pitch competition designed to build nonprofit capacity and resources. Over the course of three months, six participating nonprofit organizations – including Books are Gems, Borderland Rainbow Center, Harmonious Home, Insights Science Center, Justice for Our Neighbors El Paso, and The Arc of El Paso - worked with mentors to prepare and perfect their pitches – each seeking to grow their skills and win cash prizes thanks to the generosity of Gator Tank sponsors. Harmonious Home won the competition and received the $7,500 grand prize to support their work in the community.

BORDALO II MURAL
TRASH INTO TREASURE, PORTUGUESE ARTIST, BORDALO II, COMPLETED MOUNTAIN LION MURAL MADE FROM RECYCLED MATERIALS
The Paso del Norte Community Foundation partnered with Franklin Mountain Investments (FMI) and Green Hope Project to bring world-renowned artist Bordalo II to El Paso to install a 64-foot mountain lion mural on the west wall of the ONE San Jacinto Plaza building in Downtown El Paso. This is the first installation for Bordalo II in Texas and there are fewer than fifteen in the United States. This beautiful installation was made possible thanks to the generosity of our donors and community partners.

DOWNTOWN DECK PLAZA
The Paso del Norte Community Foundation established the Downtown Deck Plaza Foundation under its umbrella to support the vision for a Deck Plaza over I-10 in the downtown corridor. The transformational project will stitch together the neighborhoods on either side of I-10 in the downtown area and bring needed green space, hike/bike, and other recreational amenities to the region. STAR CEILING
The Paso del Norte Community Foundation is proud to partner with the El Paso Museum of Art Foundation to engage world-renowned and El Paso-born artist Leo Villareal in the design and installation of the Star Ceiling at the El Paso Museum of Art. The 120-foot installation will be composed of 13,500 individually addressable, monochrome, and energy-efficient LED lights activated in non-repeating patterns, creating a unique interactive display and new experience for every visitor. Working together with the City and County of El Paso, the Paso del Norte Community Foundation plays a key role responding to the immediate needs of our community.
EL PASO RENT HELP
PROGRAMA EP RENT HELP CERRADO DESPUÉS DE AYUDAR A MILES DE PASEÑOS
In 2020, the Paso del Norte Community Foundation, in partnership with the City and County of El Paso, launched the EP Rent Help program to provide assistance to El Pasoans who were at risk of eviction or homelessness due to the pandemic.
Over two years, the program aided over 8,500 households and disbursed more than $38 million dollars in rental assistance.

We are grateful that we were able to help thousands of El Pasoans keep a roof over their heads during these trying times. In partnership with the City of El Paso and County of El Paso, we successfully managed more than $38 million in rental assistance for El Pasoans struggling to pay rent as a result of the COVID-19 pandemic. The Paso del Norte Community Foundation remains committed to serving our community through response and resilience during challenging times like the pandemic."

COMMUNITY RESILIENCE
GRANTS & FINANCES
Together with the Paso del Norte Health Foundation, the Paso del Norte Community Foundation awarded a combined $33.7 million in grants and charitable projects in 2022 and $324.6 million since 1995 to improve health, education, social services, economic development, and quality of life in the region, with total combined assets of $300.4 million, which includes $284.7 million in invested assets. The PdN Community Foundation received $23.7 million in contributions and revenue as a result of gifts from 8,153 donors for more than 200 charitable funds, investing $19.9 million in grants and charitable expenses in the community, and ended the year with $28.4 million in assets, excluding assets of the PdN Health Foundation.

The Paso del Norte Health Foundation was established in 1995 from the sale of Providence Memorial Hospital to Tenet Healthcare Corporation with an initial $130 million from the proceeds of the sale. It is a supporting organization to the Paso del Norte Community Foundation and works with the Fundación Paso del Norte, a Juárez-based nonprofit.
